Virginia Department of Environmental Quality

"Overview of the Lake Anna Harmful Algal Bloom Study Mandated by the 2022 Virginia General Assembly"

Sarah Sivers is the Water Permit, Planning and Monitoring Manager for the Virginia Department of Environmental Quality (DEQ), Northern Regional Office.

During her 19 years with DEQ, she has worked in the Virginia Water Protection Permit Program as a permit writer, in the Office of Water Supply working on surface water withdrawal projects, and in the Water Quality Planning Program as a team lead overseeing the regional development and implementation of Total Maximum Daily Loads (TMDLs) and assessment of the region’s water quality data. In Ms. Sivers’ current position, she manages the regional Water Permit, Planning and Monitoring Department, which is responsible for the following programs: Wastewater permits, Pretreatment, Toxics Management, Water Quality Assessments, TMDLs, and Ambient Monitoring.  Ms. Sivers has a Bachelor’s of Science in Biology from the College of William and Mary and a Master’s of Natural Resources from Virginia Tech.

Tish Robertson is the water quality standards scientist for the Virginia Department of Environmental Quality-Office of Ecology in Richmond, VA. 

Tish has been with DEQ for sixteen years, serving in the roles of Chesapeake Bay Program analyst and water quality assessment coordinator before moving into her current position six years ago.  Tish provides technical oversight in the development and implementation of the commonwealth’s water quality standards—the regulatory provisions that protect surface waters from the harmful effects of pollutants.  She is passionate about is helping the public understand the what, how, and why of water quality standards, so she is excited and honored to be speaking at this year’s VWMC conference.   Prior to her employment with DEQ, she managed a fish monitoring program in the Florida Everglades supported by the Southeast Environmental Research Center-Florida International University.   Tish holds a B.S in Applied Biology from the Georgia Institute of Technology and a Ph.D in Biology from Rutgers University-Newark.  

Additionally, we will have representatives from USGS and the Interstate Commission of the Potomac River Basin to answer any of our member's questions.
